The City of Johannesburg’s Department of Public Safety has confirmed the passing of Mr David Tembe, a highly respected law-enforcement leader and former Chief of the Johannesburg Metropolitan Police Department (JMPD). Tembe, who also served as the Member of the Mayoral Committee (MMC) for Public Safety from 2021 to 2023, was found unresponsive at his home on Monday. Emergency services responded immediately, but he was sadly declared deceased at the scene. A post-mortem will be conducted to determine the exact cause of death.
Mr Tembe’s passing marks the end of a distinguished four-decade career dedicated to protecting and serving the residents of Johannesburg. His public safety journey began in 1981 when he joined the Johannesburg Emergency Medical Services as a paramedic. Through commitment and outstanding leadership, he rose through the ranks and was appointed JMPD Chief in 2017. He later became MMC for Public Safety, where he led several key initiatives aimed at reducing crime, improving road safety, and strengthening community policing. At the time of his passing, he was serving as Strategic Advisor to the current MMC for Public Safety, Councillor Dr Mgcini Tshwaku.
Colleagues, officers, and community members remember Mr Tembe as a principled leader who prioritised integrity, discipline, and service. His community-centred approach to policing, dedication to officer welfare, and unwavering pursuit of safer neighbourhoods earned him widespread respect. His contributions have left a lasting impact on Johannesburg’s public safety landscape and continue to shape efforts to reduce crime in the city.
MMC for Public Safety, Dr Mgcini Tshwaku, has extended heartfelt condolences to Mr Tembe’s family, friends, and former colleagues.
